THE PUBLIC SERVICE COMMISSION

                 The primary mission of the New York State Department of Public Service is to ensure safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, at just and reasonable rates. The Department seeks to stimulate innovation, strategic infrastructure investment, consumer awareness, competitive markets where feasible and the use of resources in an efficient and environmentally sound manner.

                 In 1996 the commission approved plans to allow residential, commercial and industrial customers the option to start buying their own natural gas supply from sources other than the utility company. The combined services of supply and delivery have now been split into two parts- supply and delivery, with the supply portion open to competition among authorized energy service companies (ESCO) The transition to a competitive marketplace has encouraged innovative approaches to pricing and services, offering more choices to all customers and ultimately providing a better value for your energy dollar.

                

NATURAL GAS

                 About 98% of the natural gas we use in New York comes from outside the State and is transported here mostly from wells in the Gulf of Mexico and Alberta, Canada. The base price of natural gas is set by national and international markets and rises and falls based on many factors, including weather, the balance between supply and demand, the amount and cost of natural gas in storage, and the success of natural gas exploration and drilling Retail suppliers of natural gas- utilities and Energy Service Companies (ESCOs) buy the gas and then arrange with interstate and international pipeline companies to have the gas delivered to your local utility distribution systems and eventually to you.

                 No matter whom you choose as your supplier your gas will continue to be delivered through your existing utility-owned and maintained system. This ensures the safety and reliability that you currently depend on will not change. For any gas emergency, including outages, equipment repair, etc. you will continue to call your utility company. Your consumer protections are guaranteed whether you purchase natural gas from your utility or an Energy Service Company (ESCO) and the New State Public Service Commission (NYSPSC) will continue to oversee the safety and reliability of the delivery system.
